[NYAPRS Enews] NYAPRS Join Efforts for 1/4 of New $1.4 Billion Capital Funds

NYAPRS has joined with our friends at CHCANYS and ASAP (see below) to advocate that $350 million of this year's Executive investment in capital funding be directed to community safety net providers, amounting to ¼ of the total $1.4 billion that will otherwise go completely to hospitals. Earmark $350 Million of the $1.4B Capital Funding for Investment in Community-Based Safety Net Providers

A MINIMUM OF 25% OF THE $1.4 billion-or $350 million-in capital funding allocated in this year's Executive Budget should
be earmarked for community based safety net providers statewide, including FQHCs.
This amount is equal to the 25% reduction in avoidable hospital use that DSRIP seeks to achieve within five years.
Governor Cuomo's proposed Budget proposes no clear investment into community based safety net providers, including FQHCs,
and instead continues to reinforce status quo through its allocation of $1.4 billion in capital funding for hospital development and
restructuring. Continuing to invest capital dollars in hospital development and restructuring without a counterbalanced investment in community-based providers directly contradicts New York's focus on reducing avoidable hospitalizations and would further entrench the existing inpatient-focused healthcare delivery system.
Without a clear policy directive in the Budget, it will likely be extremely challenging, if not impossible, for community safety net
providers to access these capital dollars.

The Executive Budget proposal provides $1.4 billion for hospitals (to build at a new hospital in Brooklyn, a new hospital in Utica and to help upstate hospitals).  There are increases for the hospital workforce and $100 million in DSRIP transition funds targeted ONLY for hospitals.  Through DSRIP (planning dollars and Interim Access Assurance Funds), hospitals in 2014 alone received about $750 million.  Community based providers partnering with DSRIP hospital leads have received zero of those funds, and can expect no capital or transition funds under this budget proposal.  Incentive payments from DSRIP may not flow to community based providers for another two years. Community based providers are asking for 25% of the $1.4 Billion - a reasonable request given our needs.
