Division of Mental Hygiene - Department of Health and Mental Hygiene
PROJECT DIRECTOR- BEHAVIORAL HEALTH INFORMATION TECHNOLOGY PROJECT

The Division of Mental Hygiene (DMH) in the New York City Department of Health and Mental Hygiene (DOHMH) is headed by the Executive Deputy Commissioner and is responsible for overseeing programs and services regarding mental health, substance use and developmental delays and disabilities. We work with approximately 1,000 community programs, advance policies that benefit the people we serve, and collaborate with City and State partners to prevent or reduce the burden of these conditions and promote recovery.

In anticipation of future changes in behavioral health care due to Medicaid reform and emerging models of care coordination and integration, New York State has identified the critical need for behavioral health providers to obtain the capacity to electronically bill for Medicaid eligible services. New York State and DOHMH are joining efforts in a 2- year funded project to deliver technical assistance for the adoption, implementation, and use of electronic solutions for approximately 50 behavioral health organizations that currently do not have access to electronic solution systems. There is strong potential for this program to be extended and to become a part of DOHMH, requiring the individual to meet DOHMH residency requirements.

In collaboration with the Fund for Public Health in New York (FPHNY), a not- for-profit corporation serving as program partner with DOHMH to implement and advance public health initiatives, the Office of the Executive Deputy Commissioner of DMH, is seeking a highly skilled, innovative Project Director who will be responsible for overseeing all aspects of the project. The Project Director will work in close collaboration with the Primary Care Information Project (PCIP) Director of Implementation, City and State stakeholders, and State behavioral health agencies.

Specific responsibilities include:
*   Ensure that project rollout, implementation and completion activities are on target
*   Create contract scopes and oversee procurement and vendor and sub-recipient contracts and MOUs
*   Oversee development of processes to improve behavioral health care within practices through use of electronic solutions
*   Identify key measures to be used as future indicators to track behavioral quality improvement
*   Ensure project progress and milestones are in line with grant deliverables
*   Develop policies and procedures to help the team operate most effectively
*   Review and approve contract payments, reimbursements, and expenditure requests
*   Foster relationships and lead meetings with a wide variety of project stakeholders including developers, clinicians, and advocacy organizations
*   Coordinate the activities of participating DOHMH bureaus, community stakeholders, and State and local executives
*   Directly supervise Mental Hygiene staff ( 1 FTE Program Specialist, 1 FTE Database and Reporting Specialist and
.5 FTE Billing Specialist) and coordinate project management with the PCIP Director of Implementation, who will oversee highly skilled IT professionals (2 FTE Implementation Managers and 4FTE Implementation staff), to track project progress and milestones based on grant deliverables
*   Serve as the primary liaison with FPHNY in grant management and reporting
*   Demonstrate an understanding of current state models of health information technology and exchange
*   Provide outreach to potential provider participants and to other stakeholders
*   Identify and anticipate project delays and create remediation plans for escalating issues as appropriate to
ensure the project's success.


PREFERRED SKILLS:
*   Master's degree in related healthcare field such as MPH, MPA, MPP, etc.
*   8+ years of leadership experience, including management and  experience in implementing a new initiative
*   Clinical behavioral healthcare experience working in a non-profit or public sector behavioral health facility
*   Experience in public health and grant management (contracts,  procurement) in a non-profit environment
*   Experience working with Electronic Health Records a strong plus
*   Knowledge of quality improvement and experience developing systems to measure and track performance
*   Ability to interpret and evaluate complex information and use this information to identify patterns and guide decision making
*   Expertise in clinical, technical, operational, and process improvement methodologies and tools
*   Ability to innovate, train, and communicate effectively with professionals from a variety of agencies and organizations
*   Excellent time management, interpersonal, verbal, and writing skills
*   Willing to travel within the 5 boroughs of NYC
