NYAPRS Note: The NYS Office of Mental Health has offered some breaking news relative to the implementation of Medicaid Managed Care for behavioral health recipients:

1. The start date for behavioral health in managed care (including HARPs) in NYC will be delayed slightly, with a starting date past July 2015 but ultimately yet to be determined. The start date for the rest of the state will be no earlier than April, 2016. This delay will allow more time for OMH, OASAS, and DOH to prepare managed care organizations, finalize terms and conditions with CMS, and educate providers and consumers about the change in service delivery and access.

2. Licensed behavioral health programs will be provided new opportunities to deliver off-site, community based service approaches. Stay tuned for more information on the regulatory and billing changes that will enable clinics and other providers to build off-site capacity.

3. The implementation of managed behavioral healthcare for children will not begin until 2017. The official start date will be announced as the state finalizes development of that process.

Almost 400 friends of recovery have joined us in Albany this week to communicate and learn about how rehabilitation will be emphasized, protected, and paid for in this environment of change. Stay tuned for more local and national breaking news from the Executive Seminar!
