Through the Centers for Medicare & Medicaid Services' Financial Alignment Initiative, states have an unprecedented opportunity to enhance the quality and cost-effectiveness of care and services for people who are dually eligible for Medicare and Medicaid. In the last year, eight states have launched demonstrations using a variety of models.
Through ongoing support from The Commonwealth Fund and The SCAN Foundation, the Center for Health Care Strategies (CHCS) has worked closely with states to help them shape these programs. This 90-minute webinar will highlight state progress and provide on-the-ground perspectives from three of the first states to launch demonstrations. Speakers from Minnesota, Virginia, and Washington State - representing alternative, capitated, and managed fee-for-service models - will share successes, challenges, lessons, and thoughts about what lies ahead.
Insights from this webinar will help guide states in pursuing financial alignment demonstrations as well as managed long-term services and supports programs, Dual Eligible Special Needs Plans, and other programs that integrate care for Medicare-Medicaid enrollees.
AGENDA
I. Introduction
Speaker: Michelle Herman Soper, Senior Program Officer, CHCS
II. Implementation and Beyond - A Discussion of States' Integration Efforts
Speaker: Carolyn Ingram, Senior Vice President, CHCS
Ms. Ingram will provide an overview of the Financial Alignment Initiative and highlight states' progress in developing and implementing new integrated delivery models for dually eligible individuals.
III. State Perspectives on the First Year of Their Demonstration Programs
Speakers:
1. Cynthia Jones, Director, Virginia Department of Medical Assistance Services
2. Alice Lind, Manager, Grants and Program Development, Washington State Department of Health
3. Pam Parker, Project Consultant, Minnesota Department of Human Services
Through the Financial Alignment Initiative, states have designed demonstration programs that suit their unique landscapes and build on past experiences with integrated care. Virginia has a capitated demonstration, and Washington State created a health home-based managed fee-for-service demonstration. Minnesota is operating an alternative model demonstration focused on administrative alignments between Medicare and Medicaid. The three speakers-Ms. Jones, Ms. Lind, and Ms. Parker-will share experiences implementing these different models.
Each speaker will address:
1.   Key Medicaid or Medicare authorities or programmatic flexibilities to launching the demonstration;
2.   Beneficiary and provider engagement;
3. Infrastructure changes to manage new plans and program elements; and
4. Lessons and innovations relevant to other states that are developing integrated care programs.
IV. Questions and Discussion
Presentations will be followed by questions and a discussion moderated by Michelle Herman Soper.
