Senate Must Increase HUD's Allocation and Fully Fund Key Programs

 

The FY12 Transportation, Housing and Urban Development, and Related Agencies (T-HUD) appropriations bill, S. 1596, may head to the Senate floor today. The Senate is expected to vote on this bill in the coming days, perhaps early the week of October 17. Calls to the Senate in support of key programs are needed now.

 

The Senate is expected to merge the T-HUD bill with the FY12 appropriations bills for Agriculture, Rural Housing, and Food and Drug Administration (H.R. 2111) and for Commerce, Justice, and Science (H.R. 2596). These bills together will likely become a small package, or "minibus," of spending bills.

 

The Senate T-HUD bill, S. 1596, would cut HUD funding by 10% below the FY11 level.

 

The bill's cut to the Tenant Based Rental Assistance account would cause tens of thousands of households to lose their vouchers.   

*	Contract Renewals. The bill funds renewals at the President's original request but HUD now estimates that amount is insufficient by hundreds of millions.

The bill's cut to the Public Housing Capital Fund would cause public housing units to be lost.

*	The bill would cut the fund by 22% below the President's request, and by 8% below FY11 funding.

Urge your Senators to oppose this bill unless funding for the Housing Choice Voucher Program and the Public Housing Capital Fund are increased. 

 

Other HUD programs that the Senate T-HUD bill would cut include:

*	HOME Investments Partnership Program.  39% cut below the President's request, 38% cut below FY11.
*	Section 202 Housing for the Elderly.  51% cut below the President's request, 8% cut below FY11.
*	Section 811 Housing for People with Disabilities.  23% cut below the President's request, level with FY11.
