NYAPRS Note: The NYS Office of Mental Health has released long awaited
and rumored plans to consolidate Hudson River and Rockland Psychiatric
Centers. Rockland PC will also continue the operation of several
outpatient programs in the greater Hudson River PC area, as well as 2
state operated community residences (3 residences will close). 75
supported housing slots will be developed in Dutchess, Putnam and Ulster
counties. 

 

OMH's Plan to Consolidate Hudson River and Rockland Psychiatric Centers

The New York State Office of Mental Health has announced plans to
consolidate Hudson River Psychiatric Center (HRPC) into Rockland
Psychiatric Center (RPC), transferring three wards of inpatient capacity
as well as operating authority for HRPC's current outpatient treatment
programs to RPC.  

HRPC currently provides inpatient care to adults on five wards.  All
HRPC inpatients will be assessed for clinical need, and based on that
assessment will either transfer to RPC for inpatient care or be placed
in a residential setting in the community with needed supports.
Sufficient capacity in existing residential programs to support the
transfer of inpatients ready for community placement has been
identified, and three wards of capacity will transfer to RPC.  

HRPC operates three clinics, one Assertive Community Treatment team, and
one Intensive Psychiatric Rehabilitation Treatment program. OMH will
continue to operate these programs under the auspices of Rockland
Psychiatric Center.  Off-campus outpatient programs will continue to
operate in their current community locations; on-campus programs will
also continue to operate, but may transfer into lease space in the
community as necessary, depending on the alternate use of the HRPC
campus.  

HRPC currently operates five community residences: Clearwater and
Highview are both in Dutchess County will remain operational; the
remaining three -- Haven House and Edgewood in Dutchess County, and
Tudor House in Ulster County --  will close.  At the same time, 75 new
supported housing units will be developed in Putnam, Dutchess and Ulster
Counties.  HRPC also operates a crisis residence and supports 18
community-operated family care placements. These programs will remain
operational, under the auspices of Rockland PC.

OMH will work with government partners in an effort to find an alternate
use for the campus.
