Senate to Vote on Draconian Cuts to Vital Programs and Services for
Vulnerable Americans in Need

Urge a "NO" Vote on HR 1

March 8, 2011-As early as today, the U.S. Senate may vote on the harsh
spending bill (H.R. 1), passed by the House of Representatives on
February 9, that would finalize fiscal year 2011 appropriations through
September 30. The bill would cut approximately $60 billion from vital
domestic programs and services.

Among other provisions, H.R. 1 would strip $200 million from the
Substance Abuse and Mental Health Services Administration, defund
implementation of the health care law and cause tens of thousands of
tenants with disabilities to lose their housing. Senate Majority Leader
Harry Reid (D-NV) has called H.R. 1 "draconian" and President Obama has
threatened a veto.

The Senate also plans to vote on an alternative full-year 2011 spending
plan

maintains funding for critical programs and avoids unprecedented cuts to
vulnerable Americans in need (see a summary of affected programs

).

It is imperative that Senators hear from you in opposition to H.R. 1.
Advocates' calls will help secure a significant vote against the House
spending plan. The current continuing resolution expires on March 18, so
Congress must continue negotiating a spending bill to finalize fiscal
year 2011 and this will affect the baseline for its negotiations on
fiscal year 2012 spending. The continuing resolution reduced spending by
$4 billion, mostly by eliminating programs reflected in the
Administration's FY 2012 budget plan. (SAMHSA funding, primarily
earmarks, is reduced by approximately $15 million under the continuing
resolution.)
