With Mid-Term Elections on the Horizon and the 111th Congress Nearing
Its End, What's the Outlook on Mental Health?

	


Congress is on its annual August recess with lawmakers set to return to
work the week of September 13. With few legislative days remaining until
the midterm elections in November and the final days of the second
session of the 111th Congress drawing near, it remains to be seen what
will make it to President Obama's desk for signature. Advocates have
geared up for reauthorization of several important laws, including the
Juvenile Justice Delinquency Prevention Act and the Elementary and
Secondary Education Act , and for renewal of programs and services
within the Substance Abuse and Mental Health Services Administration
(SAMHSA), but have seen scant congressional action so far.

 

 Upon their return, lawmakers will have to tackle mandatory
appropriations bills to fund government programs, including the
Department of Justice-administered mental health and criminal justice
collaboration grant and SAMHSA's mental health block grant and
children's mental health services program. On the agency side, the
Department of Health and Human Services has been racing to meet
timelines for implementation of the Affordable Care Act, providing
information to consumers and releasing a range of rules and guidance. On
September 23, the health care law will celebrate its six-month
anniversary.
