[NYAPRS Enews] CLMHD: CQCAPD Addresses Length of Inpatient Hospital Stays

NYAPRS Note: The Commission on Quality of Care and Advocacy for Persons with Disabilities (CQCAPD) has recently released the results of a survey completed by New York State hospitals that provide inpatient psychiatric care. The survey was in response to concerns expressed by parents of people with psychiatric disabilities, providers and CQQ about difficulties encountered by people awaiting discharge from hospital psychiatric units, particularly people with co-occurring psychiatric and developmental disabilities.

CQCAPD Addresses Length of Inpatient Hospital Stays

The Commission on Quality of Care and Advocacy for Persons with Disabilities (CQCAPD) invited hospitals providing psychiatric inpatient care to participate in a survey in response to concerns expressed by parents, providers and CQCAPD investigators about difficulties sometimes encountered by people awaiting discharge from hospital psychiatric units - particularly people who have a co-occurring mental illness and developmental disability.  The results from this survey have been recently been shared. 

 

While the survey offers only a snapshot, it highlights, through the responses which the Commission received from 104 hospitals in all 62 counties of the State, the important role of acute care hospitals in community mental health services and supports.  It also invites further assessment and discussion about the length of time people with mental disabilities remain hospitalized and the extent to which the availability of timely and appropriate access to home and community-based services, especially for children with co-occurring mental illness and developmental disabilities, may affect length of stay.  As stated in the report : “The percentage of children with a co‐occurring developmental disability was three times as high for children as compared to adults. As with adults, hospitals reported that they had the most difficulty finding placements and appropriate services for these individuals upon discharge. “ 

 

This CQCAPD report quantifies the numbers of people that hospitals have encountered delays in discharging when they no longer require inpatient care; it provides recommendations made by the hospitals on how to reform the system.
